Harald Wouters MSc graduated with honours in Geography from Utrecht University. He has over 15 years experience as a strategic advisor and expert on digital and green urban transitions. 

Harald advises governments, businesses, and research partners on setting up joint innovation programmes and forging multi-stakeholder partnerships. He has direct experience working with the European Commission, EU funding secretariats, and European urban development programmes. 

With a strong background in consortium building and bid writing, he specialises in turning complex concepts into actionable, attractive funding opportunities that drive sustainable local and European impact.
